Title: Financial Manager III - Agency of Human Services Application Deadline Date: 04/08/2021 Department: Human Services Agency Location: Waterbury, VT, US Position Type: Permanent Schedule Type: Full Time Hourly Rate: $30.10 Overview The Agency of Human Services is seeking a Financial Manager III. This position is critical to State financial operations as it oversees the following functions for the AHS Secretary's Office: Accounts Payable, Accounts Receivable, and Payroll. The position also participates in AHS Central Office Budget Preparation, Financial Monitoring, and Cost Allocation Reporting. AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights. Class Definition Managerial responsibility and senior, professional accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. Responsibility for fiscal programs, or oversees performance of highly complex and specialized fiscal analysis or auditing. May be responsible for fiscal operations for a department, agency, or major programs, and will supervise professional and technical accounting personnel Responsible for analysis of financial reports, programs, costs, payments and/or accounting processes. May serve as an assistant director. Oversight of specific complex fiscal functions (budget development, sub-recipient audits, federal program fiscal administration). Duties are performed under the general supervision of an administrative supervisor. Work is performed in a standard office setting. Minimum Qualifications Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff. OR Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff. OR Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff. OR One years as a Financial Manager II with the State of Vermont. Special Requirements For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
